Consultation on 2026 delivery plan for transport

Rail Freight Group has contributed to Transport for the West Midlands’ consultation on its 2026 Delivery Plan for Transport, which forms part of the West Midlands Combined Authority’s Movement for Growth Strategy.
 
While most of the specific issues raised in the consultation are outwith RFG’s remit, there are a number of general points that we wish to highlight.
 
In a couple of places the Consultation notes, in passing, that the West Midland’s rail and road networks are key to the UK’s transport networks. However, the inference that policies affecting the internal needs of the West Midlands “travel to work” area therefore need to take cognisance of this essential role is never drawn, either explicitly or implicitly. For instance, even the opening paragraph only refers to a “long term approach for improving the transport system serving the West Midlands”. Movements of passengers and freight into, from and through the area, as well as solely within the area, are all of equal importance and should be considered together.
