GBRTT – Call for evidence for the Whole Industry Strategic Plan

Rail Freight Group (RFG) was pleased to respond to the Call for Evidence for the Whole Industry Strategic Plan (WISP) by the Great British Railways Transition Team.

RFG was particularly pleased to respond to the Call for Evidence, coming as it does at an important time in the evolution of railway structure and operation in the UK. The Williams Shapps Plan for Rail sets out a far-reaching programme of rail reform which is also set in the context of the DfT Decarbonisation of Transport paper which sets out a vital role for rail freight as part of low carbon transport. Indeed, both these documents commit Government to setting a specific target to grow rail freight.

As part of the reform of UK rail, the WISP has a vital role, setting the blueprint for the industry and framing the support from Government. It is essential that the WISP can be visionary in its ambition for rail freight, whilst also recognising the pragmatic reality of the funding constraints facing Government presently.  We recognise the need to balance the demand for investment over the WISP period, and the essential need to drive efficiencies in operation of the network. RFG therefore supports an approach which demonstrates how rail freight can grow both in the short and longer term, cognisant of those constraints.
