PR23 – Review of the Schedule 4 Regime response

Rail Freight Group (RFG) was pleased to respond to the consultation on the PR23 Review of the Schedule 4 Regime.

The Schedule 4 regime is an important part of the contractual and regulatory framework for freight operators and their customers. The regime compensates operators for losses incurred through cancelled and diverted trains and acts as an incentive on Network Rail to manage possessions effectively.

As outlined in the consultation, the Schedule 4 regime is generally considered to work well for freight, subject to the comments regarding the payment rates. However, there are a number of areas for consideration either in this review or as part of the wider work on reform.
